A blue and white HC Parking Symbol with material adjustability

***UPDATED!***  It looks like I messed up the upload last time and didn't give you all the correct file, so I've fixed the background issue and added some more flexibility with background size, stripe width, and visibility options.  I also added "VAN" Lettering as an instance parameter with adjustable distance from the symbol to the lettering.
