in R2008, when I create an annotation symbol  with file/new/annotation sympol and select "generaic annotation.rft" i get a "drawing sheet", not an annotation symbol setup which does not fucntion correctly.  How do you create an annotation symbol so this doesn't happen?

It turns out that's the right method since a symbol inserts with no scale.
