You should be able to select the sweep and click "Change Sweep Returns" in the options bar. You can set this to 90 degrees and then select the blue control dot and pull it to the other side of the wall. This method is a bit tedious, but it works for me. I personally don't like to include sweeps in my wall types because it makes it hard to control visibility and scheduling of those sweeps so i use hosted sweeps for all of my baseboard and chair rails. You can use the blue grips to control the return and length of these sweeps.

I also use hosted sweeps for baseboard, crown mold, chair rail, etc. To do it that way, you create a new wall type and include the sweep in the wall. Labeling all of the variations can be tricky, and it really works best when all of your walls are going to be the same height, but if you can keep it all straight, I think this way performs faster than applying sweeps to each wall.

I have created the wainscotting by using the sweep and editting the type to 3" like drock1627 had explained.
Now I am having trouble getting the sweeps to snap together in the corners making the 45 degree corner. Does anyone know a tool i can use to make the horizontal and verticle wall sweeps snap together in the 4 corners to make essentially a rectangle or square?

Now you have an image.....
Don't do this as a wall sweep. Do it as an in-place sweep using the wall face as your work plane.
