So i have spent quite a bit of time compiling a library of various symbols used specifically in our office, electrical symbols mostly.  When I go to insert them in a legend or foor plan it works fine.....But when I try to change the scale of these symbols/annotations NOTHING happens, please any ideas you might have would be much appreciated!!

Sounds like you may have Detail Components and Symbols confused...

Detail Components are drawn at "model" scale so when the view changes scale they change proportionately.

 

Symbols are drawn at "print" scale.  So if you draw a symbol that is 6mm long, it will print at  6mm long regardless of the scale of view that its on.

Thank you for your help! With that I have one last question....When you create a detail component, is it saved as the same type of file ie. "rfa" or something different, or is it just a matter of what family the file is in "annotation" or "detail items"??

All revit family files (which includes detail components and annotation symbols) have the file extension .RFA.  Projects, groups and links all have the file extension .RVT.  Templates have the file extension .RTE

 

Most model type families you can switch what "family category" it is using in Settings-->Family Category & Parameters

 

Detail Components and Symbols you cannot.
