Is there a way of changing surface patterns and materials through different phases?

Sort of, When an appropriate graphic override is in-place it changes all the geometry belonging to that phase to be of a particular material. That is, Phase-Demo Phase-Exist Phase-New Phase-Temp Therefore you could set a particular graphic override to have all of a particular phase have a certain surface pattern and accurender material. HTH.
