I want bigger numbers, a different font, and for the scale font size to be half of the detail title font size. How do you change this family to fit your office standards?

Of course you go to where Revit stores its families, find "View Title", save it under your firm title name, then select each element, change their size/font/etc., save it somewhere special where you can find it, and then load it into your project. You then select a view title, edit it to change the selection to your custom one. Looks good to me!
