Using MEP,

Does anyone know a good way to create a room in a space that is not fully boxed in by walls? see attached pdf

You can use "Room Separation". Draw the room separation lines across any space that is not room bounding.You can turn the lines off in VG if you don't want to see them. The room bounding line tool is found on the Room and Areas tab in 9.1. Not sure about RA2008
