Does anyone know how to get a RVT file and change it to an RFA file?

YOu can't. Rfa's(families) require specific templates. However you can copy/paste from the project to the family.  So start a new family and copy paste the geometry you want . Note not everything can be copied. and inplace families may need to be copied in sketch mode.
