You may have created your view wrong. It should place the elevation at the level your are placing it up to the level above. I've seen new users copy a floor plan and rename it the next level up and adjust the view range, this is NOT the way to create a new floor plan of an upper level and will cause the issue you describe. Also you can check the workplane of the view, by clicking workplane and making sure it is the level youre on.

I created the view as a new level. Then I made a floor plan callout to go around the area for an enlarged floor plan. And then I place the Elevation Marker. The View Plane is set to the right level. But it still for some reason snaps the elevations top and bottom lines to whats below it (on the first floor it just goes 4" high on the top and bottom of the concrete slab.) Its so annoying and time consuming to go through and stretch out each veiw. Im not sure what the deal is! BLAH!

Sounds like you did exactly what sdbrown warned you about. From the View menu, did you select floor plan then choose the second floor level? If you do not have a second floor level in your elevations, then you need to establish that first.

it doesnt matter what level or floor plan callout I place the elevation on, it always snaps to the floor or the level below it. The floor plans were all made correctly and the veiw plans are set right. Any other ideas?
