I am not experiencing this problem, but I may not be emulating the scenario correctly.  Elaborate a little for us:

Are you having problems placing Room Tags in a plan view near Section Cuts or placing Room Tags on a section view?  Are the sections building sections, wall sections, section callouts?  This may help us understand a bit better what's going on.

Also, what version of revit are you using?

I'm having problems placing room tags on sections and wall sections views. I'm using Revit 9.1.

Do you know how to fix this?

This works fine in RA2008.  I don't recall ever doing it in 9.1 so I'm not sure if it's a version difference.  Seems like it would be able to though, that's a fairly basic function.  When I did place the Room Tag in the section view, it did center it to the room, which was outside of the cropped region of the view.  So I had to reposition the tag so it was visible.

 I would also check to see if you have the Room Tags turned of in the Visibility Graphics dialogue.  These are the only things I can think of.  Sorry I couldn't help more

WE HAVE HAD THE SAME PROBLEM WITH THE TAGS FALLING OUT OF SECTIONS, THEY FALL TO ELEV 0'-0"

WE NEVER DID FIGURE OUT HOW TO KEEP THEM FROM FALLING, WE JUST STOPPED PUTTING SMART ONES IN AND WENT BACK TO DUMB ONES. THEY STAY WHERE THEY ARE SUPPOSED TO.  WE JUST NOW SWITCHED OVER FROM 9.1 TO RAC2008 AND DONT HAVE ANY PROJECTS THAT FAR ALONG YET. SO I DONT KNOW IF IT HAS BEEN FIXED OR NOT

VERY FRUSTRATING.
