Set your view depth in view properties to the required level!

I've been experimenting with the view depths for hours. I have the view depth set at the second floor right now and still not visible. I have other projects in the offcie that are working properly and have matched the settings and still no underlay..

Sounds like your floor is on. Turn that off.

I am having the same issue as well. It worked the first time I tried it, but just now it didn't show the correct level. When I go to second floor plan and overlay first floor plan, nothing shows up. When I overlay the second floor plan on the second floor plan just for the sake of it, the roof plan shows up. But I can overlay the second floor plan on the first floor plan. It seems that it ought to show the correct level. I don't know how this happened either. Turning wireframe works also, but I like to know how to fix the underlay to show the right level. Maybe it got confused between underlay and overlay.

This is an old post, but I was having the same problem, turned out I needed to move the Primary range bottom up higher.

Old thread I know but I've been stumped by this all afternoon and just found a solution that worked for me. In the end all I had to do was simply change Underlay to a different level and then change it back again to the level I wanted, in my case "Top Plate". Miraculously my underlay reappeared after an hour of troubleshooting.
Seems to be a niggly little glitch that pops up for no reason.
