I am working on a project with existing windows that have a wooden arched top on the outside, but on the inside the brick wall is dropped down and goes straight across at the spring point of the arch.  I have tried a few different things without any luck.  Is this an issue of cut vs. void?  Should I just let the opening be an arch and fill it in with a wall component on the inside?  Am I completely on the wrong track here?

I would say keep your cut or opening a rectangle and just add the wooden arch to your window family above your window.

I thought about that...but it only works for me if that top is in front of the hosting wall, otherwise it gets lost inside the wall.  Is there a way to make the hole change shape from inside to outside?

There are a few options you have ilazymexican,

I would definately look at using voids over openings to cut the wall, they suddenly become very flexible when you can play with sweeps and blends to get the opening you want. Perhaps two voids, one on the exterior face and one on the interior, meeting in the middle. Try adding depth parameters aswell if you'd like full control over where they meet.
