This is just a guess, but did you add one or two windows and then copy then. If you did the tag will not show up. Go Drafting - Tag - By Category and click on your windows. Do you see and tag on any of the windows in elevation? Can you add tags.......Go Drafting - Tag - By Category and click on your windows.......what happens?

You can also go to the DraftingTAB and use the 'tag all not tagged' command and choose Widnow tags to tag them all in one fell swoop.

thanks. the tags not all tagged command, though it has a funny name is altogether wonderful! Still have a an issue, though. I created a big house out of a few pavillions linked together. Inside the link, such as Garage Pavilion, i have now been successful at displaying the window and door tags on the elevations, but when i go to my overall pasted up composition, the tags do not appear, nor can i make them appear by tagging. any advice?

You can't tag elements that are in a linked file. You can, however, display the annotations from a particular view in the linked file. To do so go to visibility/graphics and select the Revit Links tab. Select the "By Host View" button next to the appropriate link. Once the dialog opens, select "By Linked View" and select the view that you want to display from the linked file. See the attached images.

Hiroshi, The 'by linked view' in elevations is greyed out as an option. Even setting to custom and turing on the annotation doesn't make the tags in the linked file visible. Works fine in floor plan views though.
