Does anyone know how to start a keynote without selecting a "model object" first. For example, I have some drafting views that are made of lines and detail components only. The keynote will not let you select a 2D line to start the note. Thanks.

If you just want to add callouts with leaders just use the Text function and pick one the the text leader buttons at top. It will prompt you for end of the leader and elbow and then you just enter the text. The Keynote function is usually for preset object values.

If you have something in the view you want the key note in that has the association with the key note, you can add the note with a "free end" and move that to your mass element. When I don't have the correct item in my view, I have cheated on some drawings by adding an element outside the view limits - tagging that with a free end tage - then moving that to the correct area. You CAN NOT delete the associated element though or your tag will be deleted too. This is a cheat that will mess up any data output.
