Is there a way of reducing the size of the 'boundary' around text notes so leaders can be positioned closer to text?

How do we request this to AutoDesk? Sometimes I am so baffled by the lack of drafting standards in Revit, it's blatenly obvious that the programers have never drafted or worked in the field of Architecture before!
