I am wondering is there a way to change your elevation hights to match you civil drawings? i.e. 0'0" to 100'-0"

Just relocate your project up 100 feet... Dimension between all your levels in elevation and lock them. Then change your level 1 or 0'0" to 100'0" and it should all move.

Use the relocate this project option in the Tools menu. Try the quick 2 min. tutorial first.
