So i am doing some Tenant Improvements on a building my office just finished. I opened up a new file and detached it from the Central. now my question is, does this new file i saved become a new central file of its own? because after i have detached from central, i still have the option to save to central.

Yes, when you open a file as "detached from central" you get a clean unconnected file. Doesn't even have a name until you save or save to central. When you are doing the TI's though you may want to explore making a new central file called shell or base and change all the elements in the base/shell file to phase existing. For each TI project you could then "link" the shell/base building into the TI project. If you try to do all the TI projects in one central file then you have to watch what happens to things like project information, sheet numbers and revisions. Keeping all TI projects seperate using the same linked in base/shell file keeps each TI project unto its own environment. If needed at the end of the TI project you could then copy/paste the TI's into the master shell/base file. HTH Tom
