I created a strobe family, it's a circle with an "F" in the middle. Is it possible to make the F always appear upright regardless of the angle of the wall, if so, how?

Yes,
You have to create the "F" as a seperate "generic annotation" family, in that family check "always readable", then load the annotation family into the main family and place an instance of it.
