I have an floor height for an existing house and I am looking at raising the house. If I change the height of the level to the new height the existing drawings move as well.... Is there any way to fix this problem??? Do I need to set the floor to the proposed level and not have heights on the existing or do the proposed as all new including the existing??

Unfortunately revit phasing does not have a relocate option for floors/roofs/etc
As such, in order to show both existing and new construciton you would need to model the floor then demolish it and recreate it on the new level...
Not much fun.
So personally i wouldn't bother and would just use text notes to nominate the levels for the existing and only use the phasing to show what elements have been demolished/created etc.
