I'd like to have one style of view title on my floor plans and a differnt style on my legends.  When I try to change one it changes all the  titles.  Is there a way to have different view titles on the same sheet?

View titles are a family = like all families, if you edit the family, it changes all of the instances of that family.  So, the solution is clear.  You need different families if you want different view titles.  Open yours, use a save as function with a new name, modify it, save it and load into your project.

As WWHub said view title families are like any other family in Revit. The difference is that Viewport families (what you see on sheet) use the view title family as a nested family in their properties. You need to make a new view title family and a new viewport family that references the title family if you want it t be different. See pic for the steps.
