I need to construct a wall that has exterior vertical battens. Id it possible to do this using sweeps?

Everything is possible using sweeps!
But depending on the exact use, I'd advise using an extrusion - they tend to be more flexible and easier to change than sweeps. Probably create an in-place family (make sure the category can be cut) and set the reference plane to the external face of the wall and away you go. should be easy enough to draw in 3D aswell.
But I'd hold off on creating them till you're sure the design is set, they'll be a pain to play around with if you need to move walls or anything.
