This link is for the solution for 2012, and I am using 2020, and this tread/link you sent doesn't work for 2020

Here is the solution:
In Properties, go to Underlay, select Range Base Level, and change it to the Base level you are on, then you will see all of the tags for each rooms that have been tagged all at the same time.

First mention of an underlay. No wonder the solution didn't work, we were not told everything.
