I have created a title block family with some extra title block data parameters is there a way to import this into a project with the title block instead of adding the parameters afterwards into the project.

Any parameters created for titlelock families are going to be shared parameters. If you want them to work they will always need be loaded into the project as well. Unfortunately there is no way around this as there are several things associated with shared parameters that must be applied in the project which are not able to be done in the family.
