I have a dam project and its structure concrete was made from "Model in-place" because the structure is irregular in shape, and it needs its base to follow the topographic surface, how can I do that?

There has never been a concrete dam built that followed the topographical surface.  The bottom of the structure has to be soketed into the ground far enough to resist the shear load.  Your model should do the same thing.
