my room tags are not showing up on a sheet.. for an enlarged plan. i do a callout, it adds another callout view to my floor plans. i drag the callout to a sheet and i can't see my room tags. all the visability settings are on.

Room tags as all anootation is view specific.
Doing a callout will only give you the "model" entities. If yout want room tags simply place them into the view or copy/paste from the other view.

so do you divide the bldg into 1/8" sheets right off the bat and tag the sheet view...?? it seems like there is something i'm missing...

It all depends on what you are trying to accomplish.
If you have a building that needs to be spit to multiple sheets because it won't fit on one sheet, then you have a couple of options. You could make a smaller scale view that you do callouts from but then you have to place the room tags in the larger scale views.
What I do is have a full view (not cropped) at the same scale I intend to plot at called a "working view". I try to keep this as my only view of that floor for as long as I can before splitting up. When required to split, I duplicate with detailing which gives me an identical view with all the view spcific annotations. I duplicate with detailing again so now I have 3 identical views. I keep the working view uncropped and crop the other two duplicates (you can rename them) for plotting purposes. (assumes a simple two view split, follow same procedure for more views)
If there are changes to the room numbering scheme after the split, I erase the tags first in the plotted views and make all changes to master working view and then copy paste room tags from working view to plotted views. (sounds horrible but only takes a few mouse clicks).
It is also possible to "group" your room tags, but this leads to some disadvantges such as being able to move room tags to different locations within the room for various types and scales of plans.
