Revit 2018.2 and 2019
Hope that someone can help me to understand this. Which bothered me a lot.
The top of foundation is -5’-0”.
I changed the Structural Foundations to Red with hidden line, see Picture 1.
If I setup the bottom of the Primary Range at -6’-0”, then the lines are shown red hidden lines as I wanted. See Picture 2.
If I setup the bottom of the Primary Range at -4’-0”, then the lines are shown black solid lines. See Picture 3.

-4'-0" is above the top of the foundation wall. Therefore it uses the linestyle <beyond> which is probaby solid and black. To test it change your linestyle <beyond> to be different (blue dashed) and see what is does. The <beyond> linestyle is global however and not exclusive to walls. It impacts any element that gets captured 'beyond' the view range.
