You would think after 19 years revit would do decent stairs. I have been using version 2019 and they still are a pain. I have a 7 story building, first floor is 21'4 and the others are 10'-8". So I watched the a video on stairs and they drew the first flight and then selected multi story and the rest of the levels and the stairs and railings went to hell. So then I created the 6 flights using one and multi level feature. Only one intermediate on each level showed up so I have to create all of those but I guess the first question is how to edit the landings on each level that it created on multi level feature. Seems that the whole 6 levels are one item and I cant edit it. HELP

Multilevel stairs are for levels that are all the same.  I have done a lot of hotels with no problems.  In hotels, the first level is always higher than all of the rest.  So one stair for the first level and a multilevel for the rest. Handrails have to be worked on a bit but mine worked.  One on the first level and then the multilevel.

 

Never had a problem with the intermediate landing either.  Maybe a corruption in your view or file caused that.
