i would like to delete a level but first i need to find out if there are any and all elements that are using the level for reference or are associated with said level so i dont lose a lot of work?

There are are addins that can move objects to a new level and then delete that level such as ARUtils ( see https://www.arsoftwaresolutions.com.au/)Alternatively you need to go through each object in your model and change every one to the new level. On a test copy model, you could create a 3D view, select all objects, count how many objects there are, then delete the level and do a recount to see how many objects get deleted. You should be aware also that plan views are level dependent, so if you delete a level and plans exist that are set to that deleted level, they will also get deleted.
