I am trying to place a reference plane in section and can't get it to show up. It allows me to draw it, but then isn't not visible and comes up with the error message "None of the created elements are visible in Section view. You may want to check the active view, it's parameters and visibility settings". I have checked all of those things. I am working in Revit 2018. Any thoughts?

Hit VV to bring up visibility graphics, go to annotations and check reference lines are turned on.

I have checked that and the VG is all correct, reference planes are turned on. Any other ideas?

Hit light globe in bottom left hand corner to unhide everything. Do they appear then?

No they aren't hidden. I have found that if I change the Far Clipping to "No Clip" Then I can draw the refernece planes and levels. But when I switch back to "Clip with line" or "Clip without line" they disappear again. I need to clip the section I am working in for printing purposes so I dont' see everything in the building beyond.

The section line has probably been moved and is now drawing the reference planes to show where it originally was. Try this to verify:
Open a new project and draw a section line in a plan view. Go to the section and draw a reference plane - it should be visible. Go back to the plan and move the section line behind the extents of the RP. Go back to the section and draw a RP - you will get the warning.
You can correct the RP by stretching it in the plan view.
