Is it possible to associate the scale label to the end of the title line (as shown image attached - dynamic block in CAD)?

Using Revit 2016.

 

While I am here, has anyone seen or done this before in their office standards (where the scale is to the right and above the Title line)?

view titles have been very limited from the very beginning.  I suggest you google "revit view title family" and watch some of the videos for what you can do.  I doubt you will find what you want but with every issue there are improvements.  For a lot of the "OFFICE STANDARDS" issues, we have found that the office standards are the ones that usually have to change.  There are so many good things about Revit that these are very small compromises.

It definitely seems that way (can't do what I am after).

We just changed the office standards and as usual, it's heavily gear towards CAD and the person putting it together didn't really understand Revit.

That's the way I look at it too, however not everyone see's it that way unfortunately.
