I HAVE TRIED ABOUT EVERTHING I CAN THINK OF. I HAVE ADJUSTED ALL LINES OFFSETS MOVED THEM AND NO LUCK. I HAVE EVEN COPIED A RAILING UP FROM A LOWER FLOOR THAT IS CORRECT AND IT BREAKS ON THE SECOND LEVEL ONLY. I CAN COPY THE SAME SET OF RAILING TO THE THIRD LEVEL AND IT WORKS. IT JUST BREAKS ON THE SECOND LEVEL

Try editing the rail, so the sketch lines for the rail are showing. Ensure the sketch lines are sitting over the stair it is hosted to. If you are unsure if the railing is hosted to the right stair. Then try deleting the stair. If the railing vanishes as well, then it is correctly hosted. If not then you need to click the railing and click select host and click the stair. It may also help to edit where the stair to the sketch lines and where the lines stop and start at the top and bottom of the stairs, ensure they align with the final/first stair tread. Worst case scenario, just go through each line sketch part and edit the height as its required - this way a host is not required.
