how do you make the level head, grid heads etc. scale up with each view?

Goto the Project Browser... Families... Annotation Symbols
Right click on the Grid Head - Circle family... Edit
Modify the family... rename it... and load it back into your project.
Now select the grid head you want to change
Properties... Edit/New... Duplicate... and change Symbol to your new renamed grid head.
Hope that answers your question.

that doesn't answer the question i had. what i mean is........I want the scale of the grids and levels to change in each view. currently if i am in say a view that is 1/8" = 1'-0" the grids and levels are perfect but if i got to a larger scale of say a section or detail they are way too small and if i change that they would be to big for the 1/8" scale.

Levels and grids are annotations so they are always the same size when you plot. If you try to change the size (ie the design) of grid line D in plan you'll notice it changes in elevation and callouts as well.
You'll probably have to create "dummy" levels and grids if you really want their plotting scale to change from view to view.
