Where should I create sheets? (Linked Revit)

I’m working on a project containing 9 Buildings (5 types) with a 5Hactars sloped lot. I broke down the file to 6 different linked file after it began to get really heavy especially with a complicated topography. Now, I have a Topography file and 5 type building linked to a MAIN file.

Now I’m trying to create sheets, laying out each building design. The problem is if I create the sheets on the main file, I cannot edit linked file easily and the annotations looks messy (I’M NOT SURE WHY?). On the other hand, if I create the sheets inside each file, I don’t see the topography which is important to see especially in 3d camera views. Pleas recommend the best way to create my sheets.

I would create the sheets from the individual models and link the topography into these models.  It is easier to track sheets if they are created in eash model.  Use a suffix in the drawing name or number so that it can easily be seen from which model the drawing originates.
