So these two stacked walls (fence with lattice fence on top) seclected are the exact same. same everything per properties. one shows properly the other doesnt. they both have no over rides or anything like that. I try to draw a new fence and it also comes out wrong. cant make it match. Im simply lost now.

Are their bases at the same elevation?  Remember, these are stacked walls and show differently at different cut elevations.

yes. thats why I set the selection to show the properties base and top elevs. 

Ive checked the stacking and its the same.

Whats the height of each wall? Revit has some overrides for low walls, making them in view, instead of cut. Might be your problem...
