Is ther a way to open older versions of Revit ie. 2015, projects and have the text not be blown out of scale? even view port lables are way over size?

If you simply open an older file, this does not happen. You must be doing something you have not told us.

If you are talking about when you upgrade your models to Revit 2017 then no, there's nothing you can do as Autodesk changed how text works. After upgrade, you could edit all of your text types to adjust their widths/heights/spacings etc to make them fit as they used to.Frankly it was really darn annoying to have to fix up all of my office templates etc and the way you work now with text is even more annoying.
