What I am trying to accomplish and getting no where:
I want to have checkbox in the sheet index that when checked it changes text visibility or a label text don't care which) on the title border. Like IFR, IFC, CD, DD etc.

You may try to use Y/N parameter combine with visibility setting.

In the image, I have a schedule checkbox for IFC_YN and when checked, it puts the IFC column to IFC and when unchecked it turn to IFR, I am wanting to update the IFC_Label to reflect IFC or IFR depending on the checkbox in the schedule. I have looked into the visibility of just displaying "issued for construction" or issued for review" depending on the checkbox but visibility parameters in the border file are project specific and not shared so I am having trouble tying them together.
If someone can give me a generic example file of how to accompish this, I am almost sure there is a way, but I keep confusing myself and can't seem to figure it out.

In your attached file, in Properties, at very top, Graphics, have you tried the Visibility/Graphics Overide Edit?
Try to play with it. Assign a Yes/No parameter tie with the visibility. It might get what you need.
