The generic wall based family I created will not place on the wall that I want. It wants to place it on the interior of the wall I want. Attached is the family and an image of the wall that I want to attach it to. I double checked that everything was created on the placement side...

I tested it and it seemed to work ok.I assume you are trying to apply a feature cornice profile to an external wall.
Why don't you use a wall sweep instead?
You create a 2d profile shape and then import that into Revit and create a sweep type using that profile. You then select the wall and apply that sweep to the length of the wall.

Ok, if I'm to use wall sweeps, how do I do them to include vertical elements as well? Please see the attachments for what I'm trying to do.

Well a wall sweep is effectively a profile shape ( a set of lines in a complete loop shaped to the profile you want) that follows a path based on where the wall is (you can alter the length of the shape if it differs from the overall wall length). It is effectively an extrusion.LEFT HAND IMAGEThe dentil however is not a profile that extrudes along the length of the wall, it is repeating shape that stops and starts along the length of the wall in accordance with an established spacing.
The least intelligent way to do this is to create one dentil as a family, import it into the model and then go around you building and place them to the required spacings you need. This will take some time.
To utilise the intelligence of Revit more however, I would create a family that has the dentil imported into it as a child family and then I would use a length parameter along with an array parameter to create a parent family that is adjustable in length and adjustable in spacing between then dentils such that a string of multiple dentils can be placed along any wall and it will equally space in accordinance with a maximum spacing determined in your parametric settings.
Array parameters are tricky though. So you may want to study up. Here are some links that will help.

If you have many of them, you could model it as a family with parameters (based on ref lines) to adjust its height, width and thickness of the edge bands. You could then import this into your model and adjust the parameters and place it against the external wall face of your wall. Alternatively you could create it as a wall based family, lock it to the external face (ref lines) of the family wall and lock its thickness (ref lines) and include for all the aforementioned parameters. A face based family could be used as well.If you only have one of them, you could just create an in-place family in your model, model it to the shape your require in the location you need it.Cheers.
