I have a basement, first floor, second floor and roof levels. My client wants to swap the first and second floors. I am looking for a means that has the least impact on redrawing. Any advice is helpful and many saveas will be used until I find the best alternative.

You don't say how the exterior is affected by this, is it basically just interior?
There are a couple of ways of doing this. One is by adding a level and doing a copy / paste aligned of all interior items say from 1 to selected new level then delete the original 1 interiors and then copy/paste interiors aligned from 2 to 1. Now delete the 2nd interiors and copy/pastealigned from the new level to the 2nd then delete the new level. That new level could be above your roof, it does not mean anything.
You could use a similar process with a linked file and manipulating level names.

I would group everything on both levels as group 1 (for level 1) and group 2 (for level 2), and then just swap the groups in the type selector. Ungroup afterwards.
Group origins must be in the same location for both groups - just something to pay attention to.

The groups would work, just remember to explode afterwards and delete the groups from your browser.
