When I open the Visibility/Graphic under Model Categories, there has an item call Roads. However, I don't know where is the Road modeling tool. Do anyone know where is it?

I've never noticed that before but using the split surface routine from the SITE menu is the recommended way to build roads.

so it is not object of road existing in Revit, but why there have road in visiblitiy control? it is just my wonder.

No ther is no objectfor road is existing as Dgodfrey said we can create roads using topography, or can be created as floor and give material.
