Im working on a project that has an ICF foundation.

2.5" of Foam on either side of a 7.25" of concrete between them. When i place the wall I put the the aligment of the wall on the exterior of the core (concrete is the only core matierlal)

So far so good. Now I go to place the walls ontop of them. ( I should mention that ive been out of revit for a few year and Im using Arch 15') When placing the wall in the T.O. Foundation Level. I set my wall bounding to the T.O. Foundation and then to the Roof lavel. But when i draw my wall. I see nothing. If i go to the 3d view the wall is infact there and is bounded correctly.

My View range is set as follows

Top: ROOF, Offset: 0'0"Cut Plane, Offset: -1'0"Bottom: Level Below, Offset: 0'0"

ANy thing but this setting and I can't see the detail of the ICF wall and the new wall wont snap to the Core Exterior.

Long story short... How i get my walls to snap to the core extoerior of my foundation when viewing the plan view from anything other than the foundation floor plan?

I don't think you are using the correct process.  From the pan view set the correct placement for your new wall.  You don't say what you want to align with your foundation core exterior.  I assume exterior wall face so set that.  When you sketch your wall, tab to bick the exterior core of the foundation.  If that core line is not available, then use the offset setting to place your wall back from the exterior edge of your foudation.
