In 2017 whenever I place callouts on a sheet they tend to show up with random sections located in different parts of the plan. Annotation crop is on and drawn in relation to view crop. See attached image, any ideas?

This is not a 2017 issue, I have seen it several times in multiple years of Revit. I can't recall anyone giving an answer as to what causes the problem and I have never researched it. I always just hid them < Bad answer and not one I like because its not logical.

Well at least I am not alone in my confusion. It seems to be the same specific section(s) everytime.
