In a callout in my 2013, using the earth filled region hatch and concrete columns, I have a hard time making the send to back/bring to front to work the way I would like it to.

I have been able to make it work occasionally, but usually have to back add edit the region boundries.

Could anyone tell me if I m missing something substantial with the manipulation of this feature?

Detail items will always draw in front of model elements. You need to trace the boundary of your region around the objects that you do not want covered.

You can sort the draw order of detail components in a view. Draw order options are available when you select detail components in the view.
