I'm working on a project this is being build with panelized wood construction and so they are placed with OSB sheating inline with face of foundation. Dimensioning is done from face of sheathing and not face of stud. Is there a way to locate exterior stud walls by face of substrate (OSB) and not core or finish. thanks....

The only location options are what you see. I usually relocate these walls from section views where I also join the floor with the wall to cut the wall out.
From a working view, you could do a 2D line, with offset thicknee to the exterior wall face, using the pick line method tabbing to select the complete exterior then use the wall exterior.
