So I have researched an answer to this issue for some time and the fix is not an update or a hotfix. For those having this issue open your project in AUDIT mode, go to manage, and purge all unwanted items from your project. Some of you may have to check off only those items you specifically want purged, but Revit automatically chooses uneccesary objects and purges once you hit ok. When that done FILE SAVE AS your work as a project (not a template) when the file save as is complete, now go and drag views onto sheets and it works, problem resolved!

There is no problems with this issue in 2014 if you have ALL of the updates installed.  If you still continue to have problems, then the pcause could be a corruped file, your system or your process and no workaround is rquired.

There are intermittent issues with Revit 2011-14 related to system crashes when attempting to set up views/titleblocks. I participate in a few forums where this question has been discussed. So for all intents and purposes, we have 2 solutions......updating Revit and my work around. Unfortunately my version after updating still encountered this problem. So whats the take away....theres more than one way to get the software to function correctly, thanks for your comments.
