Is there a setting that would force temporary dimensions to appear on the screen rather than in a location that requires me to pan to see them?

Hi, By a temporary dimension do you mean a dimension that appears when you use the ruler/measurement tool?

If so, no thise measurements disappear once you finish using that tool.

If you need a dimension a bit more permanently just put a proper dimension on it, use it for what you need and then delete it.

I am refering to the blue dimensions that appear when you select an element.  It's just an annoyance.

Attached is a screen shot.  The wall selected is highlighted however I need to pan slightly to reveal the dimension located just off the top of screen.

It takes awhile to get used to the temporary dimensions.  The best advice I have is don't zoom in so close, this is not CAD.  Revit's automatic snaps don't require you to zoom as close as CAD did.
