I'm allocating airlines of an airport in each counter (workstation), but some airlines use the same counter in different times of the day. I have created different parameters with airlines, operation times (7 am - 10 am; for example) etc. and made one type to each check-in counter (furniture).
I would like to know if it would be smart to create different phases to represent each airline using the check-in counters in different time period. And if is possible to attribute a parameter value to a specific phase. So, when I change the phase, I will have a different value in the same parameter...

Phases are project and can not be identified in family parameters. You may be better off to use design options for this.
