Please give me advantages of placing revision clouds and tags on sheet views verses placing them in views placed on sheets.
My background is that we were to place them on sheet views.

We only place on sheets - never in views.
View placement requires the view annotation crop window, if on, to be large enough to accomodate the cloud. Otherwise, its OK if you don't have annotation crop on and your cloud doesn't cross another view on the sheet. << Really hard to manage
Sheet placement allows for multiple areas to be included in the same cloud.
Sheet placement requires you to be looking at the view on the sheet. If you work on a view, while not on a sheet, you may never know how your cloud works with other views on that sheet.
