Hello,
I have a little problem here, I started a project that the Architect moved the project base point 86'-0" in elevation after I created levels already. Now when I cut a section my sea level is 86' higher than the architectural. I tried using copy monitor to correct the problem by moving that sea level back down to match the arch sea level but now I'm -86'-0" instead of 0'-0". I was going to delete all of my levels and re-copy monitor the levels but I would loose all of my views by doing this. I already have enought time invested in project set-up that I didn't want to recreate the wheel again. Does anyone have a fix for this or do I have to delete all of my levels and start over setting up all of my views? I'm using 2016 Revit MEP.

Your first ruile should be to always copy monitor levels and grids but too late for that. Watch this video to see how you can control your project point.

You should NOT have to redraw anything but you haven't provided enough information and what exactly is a 'sea level' ?
Your solution lies in properly understanding: level elevations, project coordinates, shared coordinates, project location, project base point and survey base point. Togther they determine the numbers you get for levels. But without actually analizing what you have in hand it's difficult to provide the answer.
I should also point out that relocating a project and levels after the fact is NOT good practice and should have been established at the very beginning and then left alone for the remainder of the project.
This should all be clearly documented in the BIM Execution Plan BEP as opposed to the Wild West Approach WWA where things can get very messy very fast.

To be clear I did copy monitor the levels in the begining. The Arch updated to 2016 and in that transition they moved the project base point only in the Arch model +86'-0". All of the other models are not moved they reside at 0'-0" in elevation and all have different project base points (n/s & e/w) . In the manual to set-up the project from the Architect states to link in the Arch site plan and bring that in origin to origin. All of the other links to be brought in using shared coordinates. When setting up the project I have arch model open the same time I have my MEP model open to match floor plan layouts and linking to the correct views. When in the arch model i turned on the project base point to verify that this is going correctly. In the arch model I selected the project base point and it reads 86'-0" elevation and I'm not sure why? I then when into my model and manually adjusted my project base point to match the 86'-0" and to adjust the ( n/s & e/w ) becuase that was off too from what the manual said it should be. After doing this I cut a section and now I'm 86'-0" off on my levels compared to the arch levels. I then used copy monitor again to try and correct the level alignment to match the arch again and they do but now my levels read -86'-0" when it should be 0'-0". I hope I explained what is going on here correctly and that you may have some input for me? I included a picture of the levels to help clarify. I personally think that this is something the architect did wrong but I'm not sure, please help!

Judging by what you describe I believe the Level 'Type Property' for 'Elevation Base' should be set to 'Survey Point' (formerly known as shared point in earlier version of REVIT). Try that.
