I am wondering if a person can take a finished project with all the (mostly schedules) entities set up and erase everything and draw a new project and have the (mostly schedules) set up so he can use them without the tedious task of fine tuning them?

Yes. Should be fine. Just note that any 3D objects that populate that schedule and are deleted will be removed from schedules.

It is good BIM management to create project specific templates if you are commonly doing the same project types. And in fact setting them up will save you heaps of time and save your boss heaps of money.

Why not just open the project with all the stuff you want and do a 'saveas' 'templete' to create a new RTE template file ? Voila !
