At the start of the project I modelled the ground level at 25m I then modelled the substructure and superstruture and then the ground level changed to 25.300m when I create a toposurface its coming in at the oringial ground level of 25m and not the new ground level. How can I get the topsurface to come in at the latest ground level?

I could create a seperate site file and link this back in but is there a way to fix this without creating a seperate site file?

If possible, it is always best to create a topo from a points file or CAD file with countors at correct elevations. When you create a topo in Revit by placing points, that topo is just relavant to the working level of the plan it was created from -NOT related to anything else.
Yor fix here is to go to a section where you can move the topo you created.
